Ex-military Gagin ventures into the border town of San Pablo, bustling with preparations for the annual fiesta, with a singular quest: to track down the elusive Frank Hugo. Gambling for either vengeance or blackmail is unclear, but Gagin's true motive soon surfaces—he seeks reparation from Hugo for the death of his closest comrade, Shorty. Concurrently, FBI agent Bill Retz infiltrates the town seeking Gagin's cooperation to incarcerate the criminal Hugo. Yet, Gagin harbors a contrasting agenda; he's determined to ensure Hugo faces a fate far more terminal than prison bars.
